Catalyst and RBC Launch New Program to Accelerate Technology Adoption in Law Enforcement

RBC-supported program helps Canadian innovators align with law enforcement priorities and navigate public safety procurement

January 13, 2026 (Brampton & Toronto, ON) — Today, Rogers Cybersecure Catalyst (“the Catalyst”), with the support of RBC, is proud to launch the Law Enforcement Market Access (LEMA) Program — a new initiative designed to empower Canadian technology companies with the tools, knowledge, and networks needed to bring innovative solutions to law enforcement and public safety markets. The program is supported by key law enforcement stakeholders, including advisors from the Ministry of the Attorney General (MAG), Ontario Provincial Police (OPP), Royal Canadian Mounted Police (RCMP), and municipal police services. 

In a rapidly evolving digital landscape, law enforcement agencies are seeking modern technological solutions to improve operational effectiveness, enhance public trust, and build safer communities. But navigating the procurement processes, regulatory frameworks, and sector-specific requirements can be a significant barrier for emerging tech companies. 

LEMA is designed to address these gaps by helping Canadian technology companies validate their market readiness, master the fundamentals of law enforcement procurement, and align their products with real-world frontline needs. 

Running from April to June 2026, LEMA will deliver seven interactive workshops, offer expert insights on compliance and procurement, and culminate in a showcase event where participants will connect directly with law enforcement stakeholders. Select participants will be given exclusive access to Catalyst’s national community of mentors and partners to accelerate their ability to pilot and build traction in the sector.

“Technology has the potential to transform how law enforcement agencies serve and protect the public, but that potential is only realized when innovators understand the context they’re designing for,” said Connie Tang, Director of Public Sector and Small Business Programs at the Catalyst. “With LEMA, we are equipping Canadian tech companies with essential insights into procurement cycles, compliance frameworks, and stakeholder expectations, helping them bridge critical gaps between innovation and real-world adoption while contributing to safer, smarter communities.”

LEMA is open to Canadian technology companies with a working solution applicable to law enforcement, a market-ready offering available for demonstration, and a desire to scale or break into the public safety marketplace.
